The 8 gigabit PoE ports provide a fast gigabit connection to the server or network backbone. If the VLAN dip-switch on the 3000/451 is ON then the 3000/451 switch does not do packet routing between PoE ports so as to speed up routing to and from the Uplink ports; in this case an NVR needs to be connected only to the Uplink ports in order to see the cameras connected on the PoE ports.
